Recently, Shaung was the Chief Technology and Product Officer, System Senior Vice President for CommonSpirit Health, the nation’s largest not-for-profit health system. While at CommonSpirit, Shaung was responsible for all aspects of product innovation and development as well as the future direction for technology architecture. Prior to CommonSpirit Health, Shaung served as the Chief Technology Officer of the Hospital and Health Systems division of Teladoc Health.

Shaung holds both Bachelor’s and Master’s degrees in Computer Systems Engineering from Arizona State University and has served as a technical advisor for several start-ups.

Mr. Panara works closely with healthcare entrepreneur and cardiologist Dr. Kiran C. Patel, supporting the development and growth of innovative healthcare organizations. Throughout his career, he has held senior leadership roles at several major managed care organizations, including Freedom Health, Optimum Healthcare, and America’s 1st Choice Holdings, where he served as Executive Vice President.

He joined Freedom Health at its inception and played a key role in its rapid expansion, helping the organization achieve recognition as one of the fastest-growing private companies in the United States by Inc. 500. During his tenure, he developed and led the Special Needs Plan (SNP) program, which grew to become the second-largest SNP provider in the United States.

Mr. Panara earned his MBA in Business and Finance Magna Cum Laude and served as President of both the Honor Society and the Learning Society during his academic career. He is also a recognized public speaker who regularly presents at leading healthcare conferences, including World Congress, Financial Research Associates, RISE Group, World Research Group, and Opal Group, sharing insights on Medicare, healthcare revenue management, and regulatory compliance.

Most recently, he served as President of health systems at Teladoc Health, where he was responsible for the strategic direction, capabilities, and product development for the organization’s SaaS service offerings to health systems, insurance companies, self-funded employers, retail clinics, and physician groups. Under his direction, Teladoc Health achieved exponential growth in the health systems market, scaling from internal start-up to multibillion-dollar enterprise value within five years.

Dr. Roga is a fellow of the American College of Emergency Physicians and a diplomate of the American Board of Emergency Medicine. He holds a medical degree from the Renaissance School of Medicine at Stony Brook University and a bachelor’s degree from the State University of New York at Albany.
